Individual planning appears to now be the responsibility of agencies but many agencies, particularly smaller ones, are not resourced to do this work. Many agency staff do not have the finances or access to training on how to assist people to create meaningful individual plans and CLdS does not provide funding for this to occur. This makes it extremely difficult for agencies to fulfill the responsibility of creating high quality individual plans.
I agree that smaller agencies in particular have not been resourced to take responsibility for individual planning. Individual planning along with financial planning and monitoring our own services assisting people to manage their funds (which seems like a conflict of interest) has been off-loaded to agencies. At the same time, CSW’s are expecting that we will follow whichever template they chose for the plan. e.g. many have gone back to the old IPP forms which are not person-centred. I believe we could take the lead for planning if we had a position dedicated to do so.
